Your quick hands and sticky fingers make picking pockets 25% easier. However there is no level requirement for adding points to any of your SPECIAL Attributes, allowing you to increase the amount of Perks you will have access to. The first rank in any Perk only costs 1 point, while further ranks often require a higher level to obtain.
